Thomas J. Zagami is a seasoned real estate, business, and trial attorney with more than 35 years of experience representing corporations, organizations and high-net-worth individuals with complex real estate development matters, government approval and permitting issues, and business disputes.
Tom is frequently retained to navigate clients through the intricacies of over-lapping legal, business and personal issues. He has repeatedly served as his clients’ primary strategic advisor to develop, implement and manage a comprehensive plan to accomplish their goals. Known for his skill as both a business advisor and a trial lawyer, Tom understands when to utilize business-driven solutions, litigation or negotiation – or a combination of these disciplines– to achieve the most effective result.
Tom also manages real estate development projects on behalf of both sellers and buyers through his consulting and investment company, River Birch Realty, LLC. Having invested in his own real estate projects, Tom understands the nuances of a real estate development project from start to finish. Tom is also a licensed broker in Maryland.
Tom is a graduate of The George Washington University School of Law. He is admitted to practice in Maryland, Pennsylvania and Washington, D.C. He has also been specially admitted in other jurisdictions, such as Florida and Virginia, for specific matters.
Before founding his own firm, Tom practiced as both an associate and a partner with well respected law firms in Maryland and Washington, D.C. The first nine years of Tom’s career were spent working and strategizing closely with noted attorney Arnold M. Weiner, who helped to instill in Tom the sound fundamentals upon which Tom has continued his career.
In addition, Tom has maintained a long-standing Of-Counsel relationship with Pessin Katz Law, P.A. (pklaw.com). This relationship gives Tom’s clients access to additional resources and attorneys who are known to Tom and who practice in complementary areas such as tax, estate planning, elder care, and labor and employment (management-side).

- Representation of a company in federal court involving permitting issues for a manufacturing property.
- Representation of a company to obtain state funding for a transportation project in connection with a mixed-use development.
- Representation of a company before state agencies to obtain the permits necessary for the construction of an intersection, installation of a traffic signal and the realignment of municipal roadways.
